Grim Fandango, sadly not on sale digital :(
Max payne 1, 2 and 3
I consider Nocturne to be a Noir game.
I Also consider the Ripper game to be noir...But that's just me!

Or not?
Besides Bladerunner, these two classics can't possibly be left unmentioned:

-Syndicate
http://www.gog.com/game/syndicate

-Shadowrun
http://www.mobygames.com/game/shadowrun
And the ninja thread wasn't dystopian or noir-ish enough lately? Frozen chicken guts? Warehouses full of them? I mean really? ;-D

~You guys gotta play more games or maybe something else but what, I'll never say ;-p~
On GOG:
Shadowrun Returns

Off GOG:
Emerald City Confidential It used to have a Mac version as well, but that poofed a few years back. I'd love to see this one on GOG especially since it was made by Wadjet Eye, unfortunately PlayFirst owns the rights.
Penny Arcade's: Rainslick Precipice of Darkness 1 and 2 I haven't played 3 and 4, so I don't know if they follow through with the detective flair. 1 and 2 definitely have that vibe going on.
Is BloodNet good, The only review there is a 5 star (sigh) review by someone who played the demo years ago.
Well, if Snatcher is dystopic/noir, Policenauts also can be called as such.
I got a sudden craving to install Anachronox or Blade Runner, I think I will do that after I beat Broken Sword 5. :D Woo woo, time to rock this...oooh wait I need to beat the game of Grim Fandango I started last month. Okay Broken Sword 5, Grim Fandango, THEN Blade Runner or Anachronox. I think I need to make a list at some point in the future, yes indeed. So many good games listed here, I can't wait to see what others suggest! :)
Blimey - quite a few to add to the list in one form or another when I've properly woken up!

Leroux:
Can't see much info on the games through that link - how is it they're dystopian and noir (I've not played them)?

cmdr_flashheart: Papers, Please might qualify.
I can definately see a dystopian theme there, not sure about the noir, so I'll add it to the "Should interest" section of the list.

Epitaph666:
Haven't heard of either I'm afraid.

GastonArg:
I'll add both to the "maybe qualify" - never got to play Grim Fandango, and Max Payne is definately noir, but I'm not so sure about dystopian

Dystopic & Noir ? That only describes one game for me. There are others that qualify sure, but none more so than Blade Runner. Of course I am biased: it is the best game I have ever played over my 2.5 decade gaming career :) I don't know what it is about it : It's not especially long or even very 'gamelike' but it has an incredibly powerful atmosphere.
Maybe Culpa Innata? Qualifies both as a noir detective-mystery and kind of Huxley-ish pseudo-utopia.

Feeble Files is pretty dystopian.
Also, there was this game. Never played it, but if it continues the movie, then it must qualify...

Novotnus:
No idea there was a game of that - ripe for a remake maybe!
Will add both.
