Sachys: You know I still haven't even looked at that... YET!
Also just realised Deus Ex sorta qualifies - whilst not strictly noir, its definately got tht influence (the whole deadpan delivery of JCs lines even).

Might add for everyone else out there this IS for an upcoming giveaway - as well as my general interest / that of others!

JudasIscariot: What about Anachronox?

I recall it being pretty dystopian and you play a down-on-your-luck PI :)
Try Bad Mojo or Black Dahlia

Black Dahlia

Bad Mojo Redux

PISS -- it's about a mercenary who drinks to forget. It's more planescapetormenty than filmoirish, though, and a little short on the dystopia stuff too.

Give it a try, it's pretty short: http://projectorgames.net/PISS.zip

Donna is pretty dystopian and pretty noir:

Vampires, neo-nazi government, some lovercraftian stuff, all in black and white :)

Sachys: Wait... That game appears to be free as well - or are my eyes decieving me?!
Yes, it's free, I've played it and can confirm that it's futuristic and noir. I wouldn't have thought it dystopian from memory, but now that I think about it, I think RamrezNerum is right; it does have dystopian elements, too.
One more from my backlog:

Might fit the description, but the DVD is still waiting for its turn on my shelf :)

Yep free is a bonus, and I'm not entirely sure if it's dystopian, but I think it is. It's been a while since I've played it. Main character was a cop who got kicked off the force for trying to expose police corruption, so that bit fits the bill at least. And it was pretty good. I may actually reinstall it now that I'm thinking about it.
Sorry guys - got sidetracked.

Will have to catch up on all of your posts (and update the list of course) on tuesday sometime as I'll be busy tomorrow.

Thanks for your input thus far!
Not played it and it sound a bit of a Batman rip off (wait, do Batman games count?)
But Noctropolis:

Actually this probably fit the bill perfectly:
