Depends on your hardware, but a good bet for performance vs graphics is:

Low preset. Bump everything in Advanced to what it would be for Ultra:

Texture Downscaling: None
Texture Memory Size: Large
Shadow Quality: Ultra
Number of Shadowed Lights: Ultra (decrease these two if your graphics card doesn't have a lot of shader units)
LOD DIstance: Normal
Bloom: Enabled
Light Shafts: Enabled
Anti-aliasing: Disabled (important this one)
Blur Effects: Enabled
Depth of Field - Gameplay: Enabled
Vignette: Enabled
Wet Surfaces Rain Effect: Disabled (you'll get framerate drops in rain otherwise)
SSAO: Enabled (disable this if you continue to struggle for FPS, but it really does look nice on characters)
Motion Blur: Enabled
Cinematic Depth of Field: Disabled (this can be a hog)
Dangling Objects Limit: Disabled
Ubersampling: Disabled
Vertical Sync: Disabled
Decals: High spec

And also drop your resolution! This is important if you're getting low fps and stuttering at high res. Don't be afraid to go lower. If you get a decently smooth framerate at 1360x768, or even 1024x768 then go with it. The following settings to the Ini will make the experience of less resolution less terrible:

Ubersampling=1 (this seems to enable AF)
AllowSharper=1 (this sharpens your textures in a very nice way so you don't get a blurred mess)

Additionally, if you notice that you never get a terribly low and unplayable framerate, but you get an inconsistent framerate, one solution is to get an FPS limiter (like this one) and set it to a low framerate like 24-30fps. You'll feel less of a hitch since the fps will never jump around.

Note: If you change anything in the configurator you'll have to edit your User.ini again

Hope new 2.0 patch will fix that !
