Its physical manifestation can grow to an immense size, and adopt a good or evil persona separate of the player's. They develop their character as the player rewards or punishes their actions. In addition to the god simulation and city-building elements introduced in the original Black & White, Black & White 2 also features elements of real-time strategy gameplay, with the addition of controllable warfare and fighting units.

The locals featured in this game include both the familiar (The Raccoon Police Department) and the exotic (A mutated jungle at mid-day) ones. The game boasts a hefty amount of unlockable material such as artworks, notes, trivia, and character costumes. The game is backwards compatible with your save file from Resident Evil: Outbreak, meaning that you can take your unlocked content to this new setting.

The game follows the story of Aya Brea, a rookie NYPD officer who becomes embroiled in a series of bizarre and deadly events related to a genetic mutation known as mitochondria. The game combines elements of horror, science fiction, and RPG gameplay, featuring real-time battles, exploration, puzzle-solving, and character development. The game's plot is inspired by the novel of the same name by Hideaki Sena, and its gameplay mechanics were influenced by the Final Fantasy series. A third nation, the Free Ocean State of Numara, remains isolated and neutral, though it is falling into disarray due to a general attempting to stage a coup d'etat. Uhra, at war with Khent, a nation of beastmen, sends its forces to the Highlands of Wohl for a decisive battle at the start of the game.
