What are you trying to purchase? This is important, as I discovered recently, because you are specifically restricted from buying something that you do not have the prerequisites for,
e.g., I was trying to purchase a (free!) expansion to
Neverwinter Nights, except I did not have the base game. (I had the
Diamond Edition, not the new,
Enhanced Edition.)
Hence the system was working as designed. It's a
feature, not a bug. :)
