What if you purchase a game in the sale, and then it becomes a flash deal and cheaper? Is that a possibility?
Do you have to wait until the end of the sale before you buy because of that?
There's probably someone here who's been checking those prices.
It wouldn't make sense to have a game on normal sale, then a flash sale for cheaper though. IMO.

I think in the past, all the flash sale games came back all at once.

e:The uh catch phrase or whatever for the flash deals is "One day, one chance, great prices."

For the second question: no telling.

In some sales in the past, the flash deals have appeared again for the last day or two. Other times, once gone then they were gone for the remainder of the sale. If you're worried about missing a sale, best to buy now and not quibble over a few bucks. If you can wait, then wait and see what happens. There's always another sale just around the corner...

As for a regular sale item becoming a cheaper flash deal, I'd be surprised if they do that. People tend to gripe about that (I can't disagree) and contact Support to get the lower price. Seems like that would unnecessarily pile more work on Support when they're already likely busy dealing with regular sale issues that pop up.

In theory it is a possibility as it has happened in the past. It shouldn't happen this time around though as people have complained about that in the past and GOG has promised not to do that this time. Quote from the Winter Sale news (emphasis by me):

Daily Deals, an old favorite returns – these are particularly high discounts available for 24 hours only. So check back at 2:00 PM UTC every day for eight new games you won't otherwise find in the Winter Sale.

Gog's community manger's answer to this question on Reddit:
Discounts are the highest that they'll ever be, so you'll only get Daily Deals on games that don't have Winter Sale discounts.

But they came back at higher prices. Although GOG wasn't upfront about that fact, because their announcement merely said something like "The games from the Flash deals have returned," without explicitly disclosing that the prices had been increased as of their return.

The specific title, Solstice, has just been added to the sale as a daily deal today. This does not mean that other editions are not also on sale. The Digital Collector's Edition seems to also be 75% off but looks to remain so for the duration of the sale unless it goes the way of SOMA.

The weird thing about SOMA is that it went off sale about 2.5 hours after that day's Daily Deal ended, so it doesn't seem to be a 9th or missing game. Pure speculation here, but maybe it is slated for a future daily deal and was mistakenly put on sale. Or else it was never supposed to be on sale in the first place. We'll see...
