This sounds fun. I have a concept for a villain that's more of a boss or side villain though. Perhaps the result of an experiment created by one of the games bigger villains.

FORGOTTEN SOLDIER(S). A fairly generic name for a series of special enemies that build up to a final encounter.

The Forgotten Soldier appears as one randomly chosen soldier (different on each new game) in certain areas of the game, taking on the appearance of a generic enemy soldier, but bolstering increased stats such as extra health, melee strength, improved accuracy, awareness, and agility depending on the soldier variant. This soldier isn't easily identifiable without engaging them in combat, with the only physical indication being slight differences in their uniform patches compared to normal soldiers. There will be one Forgotten Soldier variant of each type of enemy soldier encountered in the game (sniper, machine gunner, rifleman, explosives, etc.)
Each time snake defeats one of these soldiers as the last enemy in an area, he has a chance to acknowledge their odd nature. If taken out through stealth, no acknowledgement is given. Other soldiers in the area will not interact with the Forgotten Soldier, and if only 1 soldier besides Forgotten Soldier is active, they'll act as if they're alone.
Eventually there is a scene where each of these "special" soldier, alive or dead, ambushes Snake. Forgotten Soldiers that were knocked out by snake will be slower and less dangerous, while soldiers who were killed will be more aggressive.
When each Forgotten Soldier is defeated, phase two of the fight will begin as a flash of light somehow transports Snake to an arena, and a somewhat translucent soldier (wearing a mixture of gear and clothing from different militaries around the world) appearing in the center of the arena.
This enemy will identify "themselves" as the Forgotten Soldier, a concentration of the vengeful spirits of soldiers who died in war and were forgotten. The Forgotten Soldier's voice is a mix of multiple voices, the spirits of soldiers.
The Forgotten Soldiers attacks consist of being able to use all the weapons of each soldier type in the game. When taking cover and Snake manages to get close, there's a chance for the Forgotten Soldier to vanish (forgotten if you will) and appear on the other side of the map.
There is a one time attack where the forgotten soldier will summon the spirits of soldiers you've killed in game, asking if they'll be "forgotten as well". They're similar to the enemies encountered during The Sorrow fight from MGS3, but they will only stun you, making you an easy target for Forgotten Soldier. If you've killed none, Forgotten Soldier will admire your mercy.
When defeated, Forgotten Soldier will acknowledge your strength, stating that you'll definitely be remembered in history as a great soldier unlike them, to which Snake responds that no soldier will ever truly be forgotten. As the Forgotten Soldier fades away, a flash of light takes Snake from the arena and back to the normal game. The bodies of the special soldiers will be gone. Snake is called on the Codec and asked why he passed out for so long.

Extra bits:
-Forgotten Soldiers killed or pacified do not count toward stats or kill penalties.
-If you stealth and avoid enemies the entire game up to the fight, it never happens, with a missable easter egg of the Forgotten Soldier's ghost watching you from a distance before fading away in the location where the fight would take place.
-Pausing the game during the final fight, and unpausing after 24 real time hours will instantly end the fight with no dialogue, as the player seemingly "forgot" about the Forgotten Soldier.

Well I could always rename him to Gaseous Snake. :D

Seriously though, I've never seen this video or the Youtube channel you reference. The Villain I made up, I came up with myself so not stealing from anyone although one could argue it's not too hard to go from Solid to Liquid to Vapor Snake.
Alright. Here's my entry...

Code Name: The Dingleberry

History: Thanks to a dwindling budget, The Patriots found themselves in a less than desirable position by 2023. The DNA samples they had stored of The Boss had begun to deteriorate by 2022, despite the best efforts of scientists to preserve them. It had taken years to gather up the material needed to even attempt cloning her, but now, with the DNA samples on the verge of molecular collapse, The Patriots had to take their chances and hope that something could still come of the money and resources spent up to that point. After 35 tries, and one partial success that the scientists were still going to therapy for after having witnessed it, one of the clones at last turned out to be viable... or so they thought initially. In the weeks that followed the successful creation of an embryo, the clone began to show signs of something being very wrong with its DNA structure. But by then, The Boss' DNA was no longer available due to its deterioration, so the scientists working on the clone pressed on, trying to salvage their creation. The result, was what becme code named... The Dingleberry.

The Dingleberry was a... less than stellar result, but it's the best The Patriots' scientists could come up with. Somewhat misshapen, easily angered, and unable to hold more than one thought in its head, The Dingleberry looks like a mix of The Boss and Emil Anotowsky after he'd been soaked in toxic waste. In short, it's not an example of cloning that one would want to highlight in their résumé. But where it falls very short in appearance and intellectual capabilities, it makes up for those shortcomings in sheer brute strength and the ability to take a startling amount of physical punishment before showing signs of being wounded. Its body can regenerate quickly, which is needed due to how some of its flesh can slide off of it at times as it takes physical damage. That flesh, is a weapon in and of itself as well.

When coming in contact with healthy skin, the mixture of chemicals used to grow The Dingleberry has made its flesh capable of transforming said healthy skin; damaging the healthy DNA with it's own corrupted DNA. The resulting damage done to the healthy tissue must be treated quickly, or it will result in a spreading cycle of contamination that ends with the healthy body being too "sick" to continue functioning. Sadly, the only way to treat this affliction is locked away in a vault deep within The Patriots' hidden HQ, and there are only a few vials of it thus far (again, due budget constraints). So anyone who has to deal with or be around The Dingleberry must be very careful so as not to anger it, come in contact with it... or God forbid, both.

(I know, that it is a promotional campaign, but it also has its merits, since neither crowd-funding nor crowd-sourcing is anything new.)

Here is my contribution:

I am a huge fan of the CQC and knife techniques introduced with MGS3: Snake Eater , and its utilization in the final hand-to-hand fight with the Boss. Likewise, I do have fond memories of the interesting and honorable relationship between Ocelot and Snake throughout the game.

After rewatching two movies with Steven Seagal recently, namely "Under Siege" (from 1992) and "Under Siege 2: Dark Territory", I got the idea of what I would like to see in an upcoming Metal Gear game:
A more elaborated hand-to-hand knife fight!
How fitting, since the combat knife already was included in early foxhound emblems!

Like those depicted in those movies between Casey Ryback (former Navy SEAL played by Steven Seagal) and William Strannix (a maniac well played by Tommy Lee Jones) in the first or between Casey Ryback and Marcus Penn (Mercenary leader played by Everett McGill).

The Metal Gear series already had confrontations on buildings, ships, towers, moving cars, as well as on Metal Gear itself.
Hence, I have something in mind like a mission on a long train (similar to "Under Siege 2") where "Snake" not only has to deal with military or mercenary men both inside the train wagons and on top of the train, but also has to survive a sniper duel on top of the fast moving train while passing through various terrain types rairoad sections, featuring both altitude changes and turns on a cliff side, passing high bridges or tunnel segments in a mountain range.

Then, Snake has to manage to get to the front section of the train where he confronts the villain in a multi-staged close quarter hand-to-hand knife fight starting inside of one of the wagons/cabins, continuing through a couple of interiors before finally climaxing on an open train carrier wagon that transports a new metal gear (ready to be deployed) covered either by cloth or a mechanism.
The knife fight should be more involved, including various types of attacks and counter-attacks which utilize the current environment, and allows for set backs and recoveries on both sides. It should NOT be reduced to quick-time events! (Take a clue from the Boss fight in the end of MGS3: Snake Eater. Or maybe it would be interesting to see it being played in Virtual Reality, handling the army knife more or less directly!)

Regarding the appearence and personality of the villain, I tend more to the lunatic maniac similar to William Strannix (played by Tommy Lee Jones in the first "Under Siege"). The knife fight against Mercenary leader Marcus Penn (played by Everett McGill) in the second movie was a bit longer and more elaborated, but Marcus Penn was too disciplined and well mannered. (Most interesting quote fromthe character Marcus Penn: "Assumption is the MOTHER of all f#¿k ups.")
The maniac, William Strannix (Tommy Lee Jones), on the other hand was largely unpredictable and somewhat stuck in a long gone era.
Just take a look at the final conversation between him and Casey Ryback (Steven Seagal) surrounding their climactic knife fight:

Strannix: I got tired of coming up with last-minute desperate solutions to impossible problems created by other f#¿king people.

Ryback: All of your ridiculous pitiful antics aren't gonna change a thing. You and me, we're puppets in the same sick game. We serve the same master, and he's a lunatic and he's ungrateful. But there's nothing we can do about it. You and me, we're the same.

Strannix: Oh, no. No, no, no. There's a difference, my man. You have faith. I don't!

Regarding thd villain's name, something hinting either to the steel blade of the knife or to his unpredictable and lunatic personality... what about "Lunar Blade" or "Lunatic Efge", and his insignia would be a howling wulf in front of a large full moon.

Next boss could be Mr. Potemkin, somebody we will behave like Russian, but keep leads to China (just to behave like Chinese who pretends to be Russian), although in matter of fact he will American CEO of factory next to the elementary school where Solid Snake went as o child. Mr. Potemkin will pretend interest in destroying America just to catch Snake who picked up a girl - classmate who he was interested in many decades ago when both were children. When Snake would be lured into this trap, he would find out, that this chick was kidnapped by Mr. Potemkin who tries crush his mental health with childhood memories before killing him. In this moment there will be change Mr. Potemkin would be betrayed by his servant Hunchback we would be really pissed to the whole world with real intention to destroy America and then others. At the end Mr. Potemkin would be small fish used only for Hunchback intention use their factory to create next gen Metal Gear.
Villain: The Promoter.
A shadowy figure mentioned in the terms and conditions but is not stated outright.
Hides behind the cover of secrecy to carry out their nefarious acts.

Name: Dr.Mykolog Leonovitch Granin

Codename: Dr.Mykolog

Background: the illegitimate son of Aleksandr Granin, the proposer of the Metal Gear concept. He grew up in secret due to his heritage of being both illegitimate and the son of a national hero and hence a target to be used as leverage. Only him and his mother(who his father placed as a caretaker at the orphanage where he grew up) knew about his lineage and due to this he grew up in admiration of his father but had to live with the fact that he would never acknowledge him. He became Soviet Russia's foremost scientist in experimental biological weapons, specifically agents derived from fungi that could target a person based on their specific DNA. Its thought that his research was the initial form of FOXDIE.

After his father's death at the hands of Volgin and the rejection of the Metal Gear project for the Shagohod project, he became disillusioned with the Soviet establishment but due to being patriotic and loyal to Mother Russia, continued in Russia doing parallel research on his own protoFOXDIE work and continuing his father's Metal Gear project with secret funding from the Chinese government. Seeing the world stealing his father's idea in the form of the Metal Gear project at Outer Heaven, he decided to undertake his own mission to destroy it, piloting his own Metal Gear prototype.

Unknown to all but himself and Gray Fox, Mykolog's prototype Metal Gear was also present at Outer Heaven with the objective of destroying the one being made there. Gray Fox met Mykolog as a friend and accomplice initially in Outer Heaven because he claimed he was an activist trying to destroy nuclear weapons, although he couldn't get his details straight. Mykolog initially planned to kill Gray Fox for being an American enemy of Mother Russia after he led him to Outer Heaven's Metal Gear, which he was planning to destroy with his own Metal Gear that he had remotely moved in by the Chinese government. But after understanding his philosophy and confronting Gray Fox about his intention to kill him and about the state of soldiers, scientists and their role in the world, Gray Fox convinces Mykolog that they should be more than just pawns in their governments’ hands. As they reconcile, they were caught unawares by the Outer Heaven Metal Gear prototype and in the ensuing battle, Mykolog is killed, his Metal Gear Prototype destroyed and Gray Fox is captured.

The remnants of the secret battle at Outer Heaven were hidden from the world, but was destroyed in its bombing by NATO. Hence the story of another Metal Gear prototype that the world will never know.

Weapons/Tactics: A prototype Metal Gear that was designed keeping mobility and size in mind that while still being capable of launching a nuclear attack was much smaller and mobile, being smaller than Metal Gear Rex, still piloted by a human and larger than the automated Gekkos. The Mykolog Metal Gear had the most advanced remote control capabilities of its time and could be summoned over land once assembled. The smaller size and mobility afforded by bipedal legs allowed it to function in rougher terrain but in areas like the prototype Metal Gear warehouses of Outer Heaven, larger weapons like Rex had the edge, which led to its defeat.

Thin Lizard and Solid Snake were in a band together in their youth: Thin Lizard was kicked out over musical differences - he wanted the band to pursue a more rock-oriented direction. Snake, preferring smooth jazz, said no. Thin Lizard has held a bitter grudge ever since.
