I had bought a cyberpunk 2077 key code online, it worked. Then I bought the Dlc. Everything was fine. Recently I wiped my pc and did a fresh install of windows assuming I would just be able to sign back in and redownload my game when I want to play (which happens to be now). But I cannot. I believe I got the game form the CDPR website and not through a 3rd party but there is no option to download the game on any of their many links or websites. GOG doesn't recognize I own the game. Never used steam. Epic doesn't recognize I'm the owner. I don't know what to do. I already own it for xbox 1 when I pre ordered. I don't want to dish out more money for a game I paid for twice already.. I downloaded my data from the cdpr website giving me account saves and evidence I've owned and played the game. But I cannot get in touch with CD Projekt Red at all.

On the PC, Cyberpunk 2077 is available on GOG, Epic Game Store and Steam. CDPR links to all three stores from their feature page. IF you really bought here (on GOG) then check your order history:
https://www.gog.com/account/settings/orders
Otherwise, check the other game stores. (Or try again your luck with CDPR online support.)

If you bought it here on GOG, you should have a receipt in your "Orders & Settings".
You should also have a confirmation e-mail of that purchase in your e-mail account.
Last but not least, there must exist some sort of payment confirmation from your bank or Paypal, etc.

The fact, that you write (quote): "I believe I got the game [...] not through a 3rd party"...is already a bad sign, though.

This account of yours doesn't show CP 2077 as owned (though that doesn't necessarily have to mean anything).

Is there any chance that you have another GOG account?
And that the game is registered there?

So you bought the game, can't remember where. Do you have your purchase receipt (search in your email). It seems likely you purchased from a 3rd party key reseller, and had your key revoked due to shady purchase practices (not necessarily your practices) such as stolen credit cards. If you bought from any official retailer, you didn't buy a key code unless it was on Steam.

Have you tried logging in in CD Project Red Launcher?
