Are these two things possible?

The camera feels too close, it's almost like a first person view but with Geralt in the way. I would look some sort of zoom out, it's usually most annoying in a tight quarter.

I prefer to keep a tight lease and control on saves, having a regular auto save is just annoying when I can save and quick save anytime I want except during some event situation.

No and no. The mod tools have been announced, though, so it's possible that those two things will be achievable at some point later on.
