Actually, I thought of another reason for not clicking the "Level Up" button:
You are in a hurry and leveling up takes too long.
I can think of two examples of this:
1. You are testing the game or a mod. In this case, you might cheat a killsw01 (so you don't have to worry about combat) and just rush to the point you want to test; ain't got no time to level up. (Yes, I know that's improper grammar at the end there.)
2. You are speedrunning the game. In this case, leveling up is a waste of time unless it will save more time than it costs.
