Why is this included with my download? It isn't to circumvent a bug, is it?

From my understanding it is included with the game so you can skip all the content in the original game and play the tales of the sword coast content(for those that had finished the original and lost their saves I guess).

Aye or more likley for those that hadn't got that far by the time the expansion came out, but who want to be able to experience some of the new content of the game.
