You are likely missing libraries or a dll somewhere. Or do not have both 32bit and 64 versions of them installed,

General things to make sure are installed when playing older games, or even newer smaller studio type games like this:

Make sure you have DX9 stuff installed:

Make sure DirectPlay feature is turned on in Windows:
Open the Turn Windows features On or Off using the control panel.
Scroll down and find DirectPlay in the Legacy Components.
Check both components by ticking the box.
Click "OK" and restart the device to notice the changes.

Make sure all VisualC++ runtimes are install of both 32 and 64bit:
