I am a bit confused: I own Cyberpunk 2077 and Phantom Liberty on GOG.
Wanted to upgrade my Phantom Liberty 2.1 installation to 2.11.
But I only see a 2.1 ---> 2.11 update for the base game and not Phantom Liberty?

Do I really need to download the full 2.11 installer for Phantom Liberty and reinstall it
in order to upgrade to 2.11?

Honestly, that is how I always do it. There has been so mnay issues and confusions with just the patches and the version numbers, I find that to be a MUCH safer way to do it. I am also modding my game, so a clean install is much better for me.
But due to the hassle of this, I tend to skip the minor patches, unless I have a specific issue.

I can't speak for for GoG galaxy, as I don't use or want something that is only good for data collecting, but I see the Phantom Liberty offline installers is listed as "2.11" in my games list.
However, I also don't see any Phantom Liberty specific patch from 2.1 to 2.11, so...uhm, yeah, it actually looks like you have to download the Phantom Liberty offline installers again. :/

But unless you see some specific feature that you need or want in 2.11, I'd argue you just skip it. My offline version of 2.1 has been working flawless so far, even with mods, despite all the reported issues with it.
