Is the Russian language is available for custumers living in USA, and making the purchase from there?

Because I have heard that there;s regional restrictions for some of the languages.

Before pre-ordering I want to make sure the Ruasian Language is available for US custumers.

I think that language restrictions are only for console releases.

On PC (GOG.com) you can use any language pack provided by CDPR
