Try this: right-click your Windows task bar and select Cascade windows or Show windows side by side. (You may need to have at least one other program open and on-screen for this to work.)

Every time an application invents a costum chrome instead of just using the default one it's a disaster. Galaxy is no different.
They even managed to somehow disable shift+right-click on the taskbar button. Ugh.

Here is something that should work (altough I can't tell from your screenshot if you're using Win7 or Win10):
- Press Win+Tab
- right-click on the Galaxy window
- select snap left or snap right
I remember with XP i'd alt, left, down and select 'move', then move the window with the arrow keys where a outline of the borders until you could reach it, then hit enter....
If nothing of the above helps try to lower your desktop resolution or even change it to lowest possible. That will probably f@ck up your icon arrangement but it might actually help in catching up that deceiving upper cornet of GOG Galaxy window.
And make sure to shoot a letter to support with the feedback towards the awful crimes in window management. If I'm using a window manager without decorators, I shouldn't have to see decorators.
Shift+Rightclick on the taskbar button, click move, then hit the arrow keys to move it at least once before dragging it with the mouse to where you want it and left clicking.
