I accidentally ended up with 2 GOG accounts somehow. So I used my wallet funds on the new acct to buy some stuff to gift to my main account. I tried to send myself Witcher 3 Wild Hunt - Blood and Wine but it says I can't redeem it because I don't won the base game,. But I DO own Wild Hunt GOTY edition on my main account. What do I do?
The Witcher 3 GOTY already includes all DLC, no need to purchase/add Blood and Wine separately.
As ConsulCaesar said, it sounds like it's working correctly. You don't own the "base game" and it would not make sense for the platform to allow you to add standalone DLC to the GOTY version that already includes that DLC.

You could presumably either ask for a refund (assuming you haven't downloaded the files if you're still messing with the redeem code) or you could donate it to finkleroy for the community GA, or gift it to a friend, etc.

**Update** Deleted original reply.

I just realized that you said you have the GOTY edition on your main account only after I typed such a long reply. I really need to read carefully first before I reply lol.

ConsulCaesar is correct, no need to worry about missing DLCs since you have GOTY edition. Just ask for a refund of Blood and Wine back to your wallet on this account.

If you're able to verify both accounts are yours to GOG support, they may be able to transfer the funds to your main account. It's worth a shot. Can't hurt to ask right?

In either case, be prepared for some delays from GOG due to high support ticket volumes.

I see. When I read the description of the GOTY edition when buying it didn't realize the full DLCs were included. Might as well toss it in the pot for the giveaway you mentioned. I appreciate the explanation
I was told when you gift DLC you have to own the game and they have to own the base game too.

No. Only they.
There was a time when you didn't actually have to own the base game to redeem gift DLC.

I am the proud owner of "The Witcher 3: Wild Hunt - Free DLC Program" without actually owning the base game.

Galaxy gives the following error message in my account library.

Base game missing
You don't have the base product necessary to play the DLC. You can buy it below or redeem it if you already have the code.
I do have "The Witcher 3: Wild Hunt - Game of the Year Edition" - the DLC was added in my confusion about whether I needed it.

GOG is even more confused about my GOTY ownership It exists in my library, but the store doesn't think that I have it.

If I try to purchase it, I get fun error messages like

Please note that The Witcher 3: Wild Hunt - Game of the Year Edition is included in The Witcher 3: Wild Hunt - Game of the Year Edition but you already own this item, and will not receive another copy when you buy this pack.

There was never "a time" -- that item is the lone exception (of which I am aware) to the general rule where you can't redeem any DLC which installs to the base game without previously owning or concurrently purchasing that game.
The reason was something to do with the physical editions of the game, which all redeemed here, but which I think might've had a different "behind the scenes" ID than the version sold here. They made the DLC technically standalone so it could be redeemed and used with whichever base edition of Wild Hunt. (It was something like that, anyway.)

Correct. You can buy and gift DLC, but you can only redeem if you have the base game.

Example, i got gifted Drox Operative 'Invasion of the Ancients' but couldn't redeem it. 6 months later i bought Drox on discount, and redeemed the DLC to which i could now use.

You could in theory gift the base game and the DLC together, but if you only need the DLC then that's fine. But then again if you have the game on a different account, depends on how important it is to own it twice.
