Apparently, you can get it to work with non-Steam versions:

And I see that the dev team has just reached out to GOG:

And how do you know that was their intent? Maybe the Steam version is a different version to GOG's. Perhaps not being a drama queen and searching for a solution would be a better then sulking like a child.
Nice. And thanks for the links, SCPM. I own the game on GMG (Capsule game), so it's good to know that the mod can be used with a non-Steam version.
Hey, at least it's a free mod!

It's not... also, we are talking about a 20 year old game that was already retrofitted to Steam just for the sake of selling it, with no integration at all with the platform, so there are no technical reasons that demands the Steam version only.

The fact that you can "hack" the installation process to work with other versions is also a clear indication of that

You could of stuck with "it's not...". However if it retrofitted to be Steam only, is that not a different version?
What are the best mod/s for Deus Ex if you want a completely vanilla experience with no graphics changes, but with widescreen resolutions and fixes for any bugs that didn't get fixed by the official patches?

If GOG would integrate something like Steam Workshop into Galaxy I might even consider using it. It would be nice to one-click install mods, without hassle.

Fixed that for ya.

What kind of control are you looking for?
How does this affect TNM and HDTP?

What to install and where to install it, for example.

Well, I think that "what to install" could be taken for granted (unless I'm misunderstanding what you're talking about, which I assume is which mods to install). As for where, it's natural that mods are installed in the game's directory, so I assume you're talking about where to install the games. Steam has some control over that, so it doesn't seem like a serious problem. I'm not that familiar with Galaxy, but far as I understand you can even install the game manually anywhere you want and it would work with Galaxy, so it would even less of an issue than with Steam.
