I think this was discussed some time ago, but i cannot find any reference to it now.

Actually, Quarantine did have passengers. The meat of the game were those missions where you had to transport a passenger or a mysterious parcel across the city. The missions were timed – you failed if the time elapsed, and you received a bonus if you got to your destination ahead of time. The main goal of the game was to somehow escape from the city full of madmen.

Yup, and there was a drive-in movie theater featuring the concession stand fast food adverts from Grease, IIRC.

I still think the OP is thinking of Quarantine though.
I don't know how anyone could forget Quarantine.

If its not Quarantine or Quarantine 2 the only game that come to mind is
Zone Raiders
I don't think they were post-apocalyptic, precisely, and I don't remember if there was a taxi, but maybe one of the Vigilante 8 games? Semi-related PC games were Interstate '76 and Interstate '82, but I never played those.

I loved Quarantine. Never owned it, but played it at a friend's place. Always dreamed I'd get a copy, but couldn't find it anywhere.
Sadly, if I do get it now it will feel really dated. I'll never get the same experience of playing it at my own machine at last I'd have gotten back then :(

What are the chances of GOG getting it? Who's got the IPs now?

Could it be the first Twisted Metal game? One of the vehicles was a taxi and the game had a PC version.

The game is most likely owned by Take-Two Interactive, whose publishing subsidiary (2K Games) has already signed a deal with GOG. In theory, it's already very possible that the game would come here. In practice (and assuming that Take-Two indeed owns it), Take-Two would need to be convinced of prioritizing this game in favour of other more-desired titles like, say, Bioshock, Civilization, Myth, Oni, etc. Unless, of course, Night Dive or a similar company can handle the publishing duties for them.

Quarantine has been mentioned, but that sounds a bit more like Quarantine II: Road Warrior
Road Warrior is exactly what it is, just looking at the screenshots. it was a hover taxi that had crazy weapons!

the best one i remembered was Harry Missile and the AA Flak Gun
