No, at least not for me in Witcher 3 And Van Helsing Final Cut.

Do you know if it can be done to use both steam and gog overlay to get achievements in both clients (i own the game in both).

The overlay has nothing to do with achievements (achievements were implemented on Galaxy long before the overlay after all). And whether a game can unlock achievements on both platforms at once really depends on a game's particular implementation of these two APIs. Your best bet would probably be to install the game via Steam, then import it to Galaxy and launch it via Galaxy. But frankly I have no idea what's gonna happen in this case because as I said, it depends on each game's particular implementation. With one game I've seen achievements get registered only to Steam even though I was running it through Galaxy.

Not sure, I don't use steam so much, only for some exclusivity, like Skyrim...

No since running the overlay does nothing. If you somehow managed to install a game in GOG and Steam in the same exactt folder with all the APIs, where running it through Galaxy pulled up your Steam install AS WELL (not instead) so you get tracking and achievments in GOG and Steam, then yes. I do not believe that it is possible though because of the way the .dlls inject. It's a one or the other kind of deal.
I am talkign about dragons dogma specifically. I own it on steam and just bought it on gog. I would like to play it on gog, but have a save on steam with 30 hours and some achievements which cant be activated on gog. so the easiest solution would be to play it so both client achievements get triggered...unfortunately i havent found out how to do it yet :/

that's not possible.
