Probably, but 16bit programs won't run on a 64bit operating system.
I looked up the wikipedia page for the flying toaster screensaver.

Sierra is currently owned by Activision Blizzard.

If they ever release a remaster of the screensaver, it will probably have always-online DRM.

But for a more serious answer, you can still run 16 bit applications within a 32 bit VM. This assumes of course that all of the API hooks from 1991 are still present in your 32 bit Windows version. Of that, I have grave doubts. We have a hard enough time playing DirectX7 and DirectDraw games without having to download graphical wrappers.

Oh wait, it was sold in 1997 to Sierra, as part of CUC Int, later Vivendi. And in 2000 Berkeley Systems was intergrated into iWin, owned by Vivendi. And in 2016 iWin filed for bankruptsy. Hmm...

Scrapt it, it's different iWin, no information regarding bankruptsy. According to Pitchbook.com, it's parent company is Vivendi.

Vivendi Games was merged with Activision Blizzard, but not parent Vivendi SE holding. So perhaps the rights are with Vivendi and not Activision Blizzard.
