Plenty of town-building games have booze production and distribution as a happiness boost. One example of many: Banished.

The starter plot of Crossroads Inn is finding a bootleg source of wine because the local lord has monopolized/taxed it to death.
(And it's an impotent menu item.)

Monster Camp (AKA Monster Prom 2) has a drink selection "mini game?" half-way through with some wild and varied effects after choosing your drink.

There are probably a lot over the years but one I haven't seen yet is Catherine which I'm currently playing through. The area between the puzzle/nightmare levels is a bar. You talk to patrons but can also drink(can even select different alcohol) and the intoxication level determines your character speed in the upcoming levels.

On the point of smoking and double-standards, I think part of that is the ability to turn it into a game mechanic. For instance in GTAIV and Catherine alcohol has a noticeable effect on gameplay. Even in the Fallout series there are stats which are changed by consumption and correct me if I'm wrong but I think addiction(and withdrawal symptoms) are possible. In reality alcohol has effects that last for hours which are very noticeable to others. It also has smells associated with it. By contrast cigarettes give a minor high and can leave an odor. I think Metal Gear used cigarettes as a game mechanic with the smoke produced(it might not be Metal Gear but some game did it) but it seems more difficult to incorporate into gameplay as opposed to just a cosmetic change. Smoking just doesn't seem to have drastic enough immediate effects to incorporate it well. I guess you could have chain-smoking tough guys not be able to run for shit but I doubt anyone would find that enjoyable.

There's a puzzle in Monkey Island 2 involving a drink so strong that it immediately knocks you out. I got stuck at that point in two different playthroughs.

Wizardry 8 has a few alcoholic drinks, most of which cast a spell called Booze on the drinker.

There's one that casts Superman, however. Also, unlike most potions, these work in anti-magic zones.
Overlord, drinking beer has a really funny effect on your minions.
In the senet mini-game in Pyramid: Challenge of the Pharaoh's Dream it was possible to get your opponent drunk so he'd play less smart.

Nope as I try to avoid predictable disasters - but this is like saying whether you have had your face smashed in by a school buddy. This is not the same as unavoidable damage of passive smoking.
I seem to recall alcohol being a thing in a number of Sierra titles (the first Leisure Suit Larry for one, and I think also in the bar in Space Quest 1 with the slot machine)

Unless the alcoholic happens to be a parent or driving a car. But I agree, it's not directly comparable, even though it can have much worse consequences.

I can tell you though from personal experience that nothing prevents you from starting to smoke more than smoking parents. Both of my parents smoke and I never touched a cigarette :)

I agree that alcohol can have very real consequences in an unfortunate turn of events - without doubt.

Streets of Rogue has beer and whiskey as health items (which can also be used to bribe certain NPCs). Incidentally, it also has cigarettes, which give anyone exposed to it the temporary "nicotine" status effect (and I still don't know what that does!); as far as I can tell, they're mostly good for inserting into a building's air filtration system if you want to get everyone out of the building so you can steal or destroy something without guards around. (Though other drugs that damage/kill everyone or cause them to fight each other are more entertaining to use for that.)

Daggerfall lets you buy different alcoholic beverages at inns/taverns for immediate consumption. Going by memory, I believe it just healed you by some amount, the same as the food items -- the more it cost, the more you'd be healed. (I don't recall any food or drink -- aside from potions -- that could be carried in one's inventory.)
