Is the "Unavailable Games" list in GOG Connect supposed to be populated? For me it is completely blank.

There are currently no games on offer on GOG Connect, so the list is empty. If there were games on offer, then those of said games that you do not own on Steam (or on GOG*) would be listed as unavailable.
*I'm a bit unsure where they list games you already own on GOG; regardless, it is quite obvious whether you already own a specific game on gog when Connect is live.
