Each time I launch the game I have to tick back hardcore, is that how it is supposed to work?

The patch download thing that's a GOG Galaxy annoyance I have since forever.
The launcher is updating constantly something while I know I already had the patch installed multiple times. This is not the only game affected.

I assume you're posting through Galaxy. Unfortunately, it does not take you to the game's subforum but rather to the General Discussion forum. As such, we'll need to know what game you're talking about.
