To activate the Dialog Cheat Box press [Ctrl]+[Alt]+[Shift]+C, then enter the following codes:
Effect Code

All Power Plants - power to the masses

Ahh, SC3KU. Been a while since I played that one. Of the cheats TeleFan posted, all work, but only a handful are actually all that useful.

nerdz rool - To me, this is by far the best cheat of the bunch, as it effectively prevents dirty industry from growing in your city. In SimCity 4, you could accomplish the same goal using different tax levels on the different types of industry, but in SC3KU, it was pretty hard to keep dirty industry from springing up in the middle of your high tech areas (and thus ruining them) without this cheat.

This cheat also makes it MUCH easier to grow farms on light industry zones, since there's no separate zone type for that like in SC4. Farms will usually tolerate light high tech industry popping up in their zones, but dirty industry will ruin them. IMPORTANT NOTE - If you develop a city with this cheat active, you will need to reactivate it EVERY TIME you load your city, because the game apparently does not save that the cheat was active when you played. So if you don't reactivate it immediately upon loading, your high tech zones will probably quickly get decimated by stinky factories popping up in them.

pay tribute to your king - Being able to access all rewards right away is a fun thing. Some purists out there will say things like "Oh, but you should earn them like you're supposed to." Don't listen to them. SimCity is essentially a sandbox game, and while yes it can be fun to earn the rewards the way it was designed, after your tenth time starting a new city it's not always fun to go through the same old grinds over and over to unlock everything.

call cousin vinnie - This one is certainly a fast way to get some extra cash in the beginning, but it is also the first part of a two-part cheat that gets you an extra reward building. When you enter this cheat and the petitioner offers you the money, if you turn it down you can then enter a SECOND cheat, which is: zyxwvu

Using that second cheat will grant you a SimCity Castle, which is a good land value/desirability booster for your residential or commercial zones. I can't remember if the castle is also unlocked by the all rewards cheat or not. It might be, in which case you could use that and still get the extra money from "call cousin vinnie". I would load the game and check for myself, but since I use the internet at the library, I'd have to go home and do that. ;)

i am weak - If you use this one, you shouldn't really need the money from "call cousin vinnie" since it makes almost everything free to build. As long as you do a good enough job to keep your budget profitable, then being able to build essentially for free should leave you with no money problems.

i love red tape - I'm not 100% sure about this one... "City Hall Description" seems kind of meaningless. I think what this one actually does is make all city ordinances available. IGN agrees with that, but a quick search doesn't give me any more info than that.

There's another cheat that, if I remember correctly, let's you build ANY building from the game, including all of the residential, commercial, and industrial buildings. There are even a couple that you can't get any other way because they were for whatever reason left out of the final version by Maxis. I had to search again to rememeber how to do this, but here you go:

Open and close the Power Plants menu
Open and close the Rewards & Opportunities menu
Open and close the Garbage Disposal menu
Open the Landmarks menu, and you will see that it now includes ALL buildings from the game, not just the landmarks. I can't remember how long they stay available there, but if they disappear you can simply repeat the process above to regain access to them.
