HypersomniacLive: A good source for legally free HOGs/HOPAs (and other casual games) is GameTop (gametop.com). I found out about it when looking up the game The Silent Age that someone had mentioned in a thread here a few years back.

The thing you need to be aware of is to make your own shortcut from the actual game executable and not use the one(s) the installation creates, as those tend to open the web site when exiting the game which can be very annoying.

Hello! I was hoping I could ask for your help finding a HOG I played a long, long time ago. I remeber it was fantasy, about something of a ghost of a fortune teller/barrel organ player who attacked a town he once lived in to take revenge on its inhibitants - people in power who led to his son/daughter's death (I remeber a pharmacist and a judge being one of them). I remeber that as you progressed, each of those people were given a (tarot?) card that had a rhyme saying how the person would die, I think? That's all I remember unfortunatelly. If anyone could help me I'd appreciate it! Thank you.

The only thing I have played that has a plot that is anything close to this is "Dark Strokes: Sins of the Fathers"

The plot involves a painter with a magic paintbrush that is trying to get revenge on everyone who was present when a ship sank years ago for the death of his son. This includes a judge, police office, priest, ship captain, chef, doctor, and Clair. The last is the player character's fiance, who was a child at the time.

Unfortunately, there was no tarot card or rhyme involving their death. The painter intended to just kidnap them all one-by-one, take them to the top of a tower, and kill them all at once.

Yes, I know this game, but unfortunately it's not the one :( It's very similar style-wise to the one I remeber. Honestly, it feels like that one just disappeared, I can't find it anywhere and I know I played it. Anyways, thanks for thaking the time to help, I really appreciate it :)
