PCem will emulate a PC and can do up to (I think) about a 300Mhz Pentium (you have to select one of the mobile chips for this, but as in those days they were the same as a desktop and only limited by worse cooling, it's not a problem). PCem only really gives you the framework; you'll need to have a legal copy of Windows 98 to install on it. I'm not sure what the legal position on the hardware is (I know some companies are funny about it), but PCem can emulate up to (I think) a Voodoo 5.

Obviously as you're emulating an entire system, you need a decent processor in your main system - my 3700X works quite well with PCem.

I've not tried Birth of the Federation, but I think it should work fine with the system. It's not great at passing through your actual CD drive to the optical drive in the emulation, so my recommendation would be creating an image of your game CD and then mounting that in the emulator. You may also need to deal with any copy protection to play from the image of the game that you already own.

PCem is probably one of the better solutions for playing old games in that 1995-1997 compatibility dead zone. I prefer it to virtualbox.
