Valve will happily sell you games that don't work properly on operating systems still supported by steam.
Take Fallout 3 for example. Recommended is XP/Vista and there is a prominent notice warning against playing it on Windows 7 or later.
Personally, I'd be happy so long as the offline installers still support legacy systems, that shouldn't really be connected to the internet.
