Because Gearbox wants it and CDPR doesn't. If someone offered you a deal for a game you don't want you'd think it's a waste of money. If someone gave you a deal for a game that you really want you'd be ecstatic. The game is the same, the price is the same, your outlook is what matters.
That's the problem with GOG buying IP's. For any given IP the chance of CDPR wanting to actually make something of the IP are slim. The chance of someone out there wanting to make something of the IP are quite high. So if GOG buys the IP and keeps it to itself, it's the death of the IP. If GOG lets another company grab the IP, the IP will be alive, but perhaps not on GOG. If GOG grabs the IP and then lets others use it with minimal conditions (selling on GOG, perhaps a month or three of exclusivity) then the IP remains alive, GOG gets more games, everybody wins.
