Have you considered picking up a Content Management System like Joomla or Drupal? You will just need a webserver but there's quite a few free providers by now that fulfill the requirements (you will just need FTP access, PHP and MySQL). At least 000webhost.com claims to be completely free and not even have any forced ads or anything and with a CMS like the ones I mentioned above you should have all the options you need.

And actually this way you should also be able to use Wordpress for free without any of the limitations or costs you have to deal with when signing up for a blog hosted directly by them.

Were I to consider that, I may as well look for the cash to get a full website up and running with all the bells and backend whisltes possible! Cheers though!
