"Let's release Dark Souls for the PC since people have shown a interest and so there maybe a market for it and at the very least we can make up for the lack luster sales on the consoles but let's support GFWL since it's easier for us to use"
Game get's released people sees Games For Windows Live at the top and the majority of gamers go "Seriously GFWL? Well I was going to by this but forget it now. I had or heard *complaints here* on that POS "service", so I'll pass" game sales doesn't meet expectations and so Namco-Bandi go
"Okay no more games on the PC then since the PC market is obviously dead,full of pirates, or whatever generic excuses is made instead of what they did wrong"
and so the endless cycle continues with the publishers no more the wiser for their troubles with us only possibly losing more future releases from said publisher/developer.
Sigh well at least there's always Kickstarter projects and much smaller Indie releases till the big studios and publishers finally stop having their heads up their asses.

They have more then enough money to make another one. The port to pc will have minimal costs and a big profit margin, if it ever makes profit after this deadheaded decision to use GFWL.
But yeah when are publishers and developers going to learn that if you want to make a games or port a game to the PC you have to
1. at least support the service that the majority of the people actually don't mind to use, Ideally you should not force your game to relay on any one platform yeah you can say use steamworks or GFWL features but only on the versions of the game sold on that platform
2. Make the game's UI(a big deal) and controls fit the PC(not so much) and add some actual options like being able to change resolution,shading and the like and most importantly for FPS's being able to change the damn FOV. Also unless it's going to break the damn game don't lock it at a set frame rate we have more powerful hardware here make use of it.
3. Don't use shitty DRM methods no one but the most despriate will buy a game that uses those and will just live with it, everyone else will just either pirate it or buy the game and then pirate a copy since pirates(those who DRM is "supposed" to stop) just bypass it anyway.
But let's be honest that is actual work and let's be honest they don't want to do anything more then the bear minimal amount of work for the PC version even if that's usually the main reason for poor sales.
