Well, they didn't specifically excluded, did they? And I'm not sure I follow your reasoning - by "in Argentina there are a lot of problems related to payments to other countries" do you mean that national rules/ regulations are causing the problems? If yes, on what authority is GOG supposed to step in and fix things?

IMHO, what you should look into is if Paysefacards issued in Argentina come with any limitations for online purchases outside of your country.

I thought that was Brazil, though I do not doubt that there are other restrictions that I do not know of.

In this case I don't see why you don't try it? Either you'd like a game or you wouldn't, so if you want to try one, see if it works, and please do let us know.
