Yes, my CC charges me fees for foreign transactions. That's fine because I usually know when I enter into a foreign transaction.
And, because my CC charges me foreign transaction fees, I also have several other ways that I can pay for items when purchasing them from international vendors. BUT I WOULD NEED TO KNOW ABOUT GOG NOT BEING A US VENDOR BEFORE DOING SO. BUT THESE SCAMMERS DON'T PUT UP A WARNING, POST ALL PRICES IN USD AND MAKE THE WHOLE SITE LOOK LIKE IT IS A US OUTFIT.
What absolutely PISSES me off is GOG scumbag approach to pretend as if they are a US website (e.g. USD prices) when they are in fact processing all their CC charges through some shady tax haven to avoid WHT.
It's not as if it is a surprise to GOG that most CC companies charge foreign transaction fees. (BTW most European banks do this too)
If GOG weren't a bunch of shady scammers they could put up a warning depending on a couple of conditions:
1. Customer IP - if you are in the US, you probably get hit with a foreign transaction fee on your CC. Same probably goes for the UK.
2. CC number - yes you can tell in which country and by which bank the card was issued, so you could even provide very specific warnings (though this would be technically more complex)
Umm, as far as I've ever been aware for someone to be a "scammer" they would either need to:
-Bait and switch (In my experience they have never once provided a product that was less than advertised)
-Not provide a product at all (ie fraud, again not something they've ever done in my experience)
-Charged more money than advertised (foreign fees are not pocketed or collected by them, that'd be the bank)
-Use of a person's credit card in an unauthorized means
-a Variety of fraudulent tactics most of which can't be applied to this situation. (ex Ponzi schemes or con artistry)
-Anything similar that I am not currently thinking of (injured my back and thus may forget some forms of scamming)
I am not trying to dismiss you being angry for whatever reason you choose to be angry over, however calling them 'scammers' seems a little inaccurate at best, and defamation/libel/traducement at worst. That's really all I have to say about the matter. :)

How are GOG scammers? That implies that they somehow benefit from the foreign transaction fee.
The prices are in USD because it's the default currency for international trade and therefore a good choice if you're going to have the same price worldwide. Taking that into account, I don't see anything that makes this look more like a US outfit than a UK outfit or anything else.
