Moonbase commander? http://www.similargames.org/game/moonbase-commander

Or games like it: http://www.similargames.org/game/advance-wars

I think that's the best I can do. I still can't find anything closer to your description. Best of luck!

dsl145: I would consider Nemesis to be a pretty much copy of X-COM, but it's about the right age/quality of the game I'm trying to find.
It's more or less the other way around. The game project that ended up as "UFO: Enemy Unknown" (European title) / "XCOM: UFO Defense" (US title) started its life as "Laser Squad 2". The original Laser Squad was from 1988.

Could it be Spellcross? The opponents aren't exactly aliens, but otherwise it fits the description, and it has that "cheap" graphic style.

Hogs of war? It got pigs in it.

dsl145: nope... too new
Too new? Gorky was released in 99. Didn't you just say you played the game you're looking for around 2003?

I'm pretty sure that game is in real time, not turn-based.

Well, mobygames lists it as turn-based. I checked a bit on youtube and you move in real time but teams take turns attacking so it seems mix of both. It's sort of worms clone.

sorry... my playing it in 2003 only means that it isn't NEWER than 2003... From the looks of what others have shown me, it's probably a 1995 era type game.
