I have made the mistake of saving into the Progam files folder too many times. If I wanted to move all of my games out of there into say the games folder, could I just copy and paste all of the games folders in Program Files to C:\ Games? Or would have to uninstall them and then reinstall them? I ask because I have found files for games not in the Programs Files.

You'll most likely need a reinstall/repair for most of the games in Program Files due to registry entries; it would take more time to find and modify each of those entries by hand than just reinstalling everything.
If you're talking about GOGs, most of them can be moved without doubt... Well, at least, the once I've tested, don't require any registry keys (even if they add them on first launch or at installation time). Games that don't have DRM most of the times can be moved easily too.

Know what... don't "move" the games' files, copy them instead. Then, if they work, you can always remove the original files.
If you move them, rather than uninstall/reinstall them, you probably won't be able to uninstall them again. You'll have to delete them manually. So anything they may have installed outside the game folder itself will stay on your machine permanently, unless you track it down yourself and delete it.
