Rep system as it is servers little to no purpose.

It's better replaced with "achievement-type-medals" system to your personal profile that takes a long ass time to achieve so it accumulates similar to high rep or something, to whoever may care about such things.

You are still left with the "relevance of importance" or "how do you vote on a good/bad topic and have yourself being heard but at the same time prevent trolling" - that's the paradox that puts the human element in witch is unsolvable couse we can all be assholes for the sake of it, that's the nature of the beast.
