If you're referring to the Restored Content Mod, no, on PC it's available separately. Download it here: https://deadlystream.com/files/file/578-tsl-restored-content-mod/

It's also recommended to install the Community Patch afterwards since it fixes some more bugs: https://deadlystream.com/files/file/1280-kotor-2-community-patch/
