I struggled with this quest and with some help I have finally found out how to complete it so I have decided to post a little guide on how you go about completing it. There will be some spoilers regarding ACT II - Ioverth's Side plot side so becareful.

Step I - After Saskia's poisoning Philipa will give you a selection of tasks to complete. One of these tasks requires a Magic Crystal. This Magical Crystal is located in the area located near Cecil's House (There are 2 exists from Vergen. One through the main entrance and one near Cecil's House. If you don't know where this is, it's as East Vergen). Now when you enter you might see a tower past the lake. The Crystal is located in that Tower. You can get there from a hill located by a puddle where Harpies appear. It is right next to the lake.

Step II - When you have retrieved the crystal return to Philipa and she will tell you it is not strong enough. She will advise you to go to the Harpy Queen's lair and find stronger crystals. First you must speak to Cecil to gain access to said lair. The lair is located at the bottom of the Quarry which is infested with Harpies (Located from the other exit from Vergen). When you enter, you'll find multiple Crystals and a device to read them. Read them all. One in particular (Baltimore's Dream) will elude to a house located in Vergan. The house is right next to Cecil's House. Go to that House.

Step III - When you reach said House you'll be advised to talk to the dawrves nearby. Speak to them and learn about Baltimore's death. Then enter his house. Use Aard on the back wall and find the key. When you exist you'll be questioned by Thorak. Just say you found nothing interesting and that you're simply curious.

Step IV - Now we must take a detour from this Baltimore's quest for a little while. On your way to the Harpy Queen's lair you would have spotted a little totem of sorts with some crows sitting on it where there are 2 paths, one leading to the quarry with the harpies and another. Take the other path. You'll find a troll. Agree to get his wife back. Carry on with the path and find/save his wife. She will give you Triss' scarf (I think, I forgot). Now return to Philipa had talk about Triss with her.

Step V - Now, when you've finished talking to her, you'll be told that a rumor has been spread that the Prince tried to kill Saskia with the poison. So go to his quarters and fire through all the exposition with Dandelion/Zolten/Ioverth and then you'll be faced with the problem of who to talk to since you are only allowed a limited selection of conversations.

Step VI - There are conversations you can waste here to find out certain things, but I'd rather not waste them and just get straight to the point. We need to find the Priest's house. It turns out a Peasant heard him speaking to the King and him trying to clear the kitchen so he could do something. You find this out by talking to people, but like I said, it's best not to waste any conversations for now. The priests house is located near the exit by the quarry. If you exit as if you are traveling through the quarry you'll pass 3 merchants and towards the exit there is a turning left with 2 houses and a bunch of humans. The house on the right side is the priests. Now examine the table and you'll find a design for a goblet. Now travel back to where the Prince's room is, where everyone is gathered and talk to the group of Dwarves located by the stairs to the meeting room. Ask them about the Goblet and they'll point you towards Thorak. You should get a quest called Suspect: Thorak. Talk to Thorak now and he'll deny it all.

Step VII - Now we can get back to Balitmore's quest. Head to where the Queen Harpy lair is. Do not enter. To the left of the entrace is a hill and a path going up it. Find the chest and open it. Now travel to where the trolls are located. Then travel further up the path as if you are going to save the Female troll again. You'll come to a point where the path splits. There is a boat there and an exit. If you look around this area carefully, you'll find a door behind some bushes. Go inside. Open the chest and Thorak will appear. Kill him and take his key. Go to his House and open the chest there that was locked.

Congrats, you have completed Suspect: Thorak and The Walls have Ears!

Thanks to you. Otherwise I doubt I ever would have figured it out. The time frame in which you have to complete everything is so small and it's such an awkward quest to complete I find and since I couldn't find the answer anywhere else I thought I'd post it here.

I just noticed that I put Ears have Walls and not Walls have Ears. Haha, silly me.

In my playthrough I already solved the Balitmore quest, Thorak was dead and still both quests signed completed, because I found the receipt of the priest in his house before.

But I decided to leave the jurisdiction to Saskia because even with all proof it was not 100% clear that Stennis did poison her.
Now both quests were marked as failed at the end of act 2.

Is this a bug or intended?
Aye, I solved both quests, they were checkmarked as completed, but once Chapter 2 was finished, they switched to failed.

So it's probably a bug.
I also get the checkmark and all but the journal fails to update the text,as it is saying that Geralt still needs more info.But maybe lynching the prince makes it do that.They also switch to failed later,but I don't care,I got the exp :)

I completed all of the steps, and completed Suspect Thorak, but upon completing it it immediately failed me on The Walls have Ears. I think the problem is that on step VI, when I talk to the dwarves in the castle, I get forced into choosing whether to lynch Stennis (I kept him alive in hopes that once I finished the investigation I could use that information to make a better decision) at that moment. I reloaded it several times, but there is no way to talk to the dwarves without then dealing with Stennis. And, I wasn't out of conversations - I could talk to tons of non-dwarf people without it forcing me to make the decision.

But maybe I'm wrong and that wasn't the problem. I think I'm done with this nonsense.

This happen to me. I thought I had the thing passed but in Act 3 I notice it was marked failed. I took a deep breath and moved on. LOL. I think what I did wrong was search Thorak house to early. Next time I'll follow the guide.

Same here. Searched Thorak house and found the note before the whole trial triggered, and no mention of that note was in my journal.

Also, I missed to talk to the dwarves that trigger the Suspect: Thorak quest.

Excellent guide. Basically, you are able to complete the quests properly, as long as you haven't found the notes in Thorak's house - you can in other words finish Baltimore's Dream completely, but make sure not to claim the notes until you have the 'Suspect: Thorak' quest active. The OP's guide works wonders if you're still confused about it, and it will allow the quests to be tagged as complete - but no matter what you do, they will still be marked as failed at the end of the chapter. Think nothing of it, though, since this is most likely just an odd bug in the quest scripting.
This quest annoyed the hell outta me, not because of the "failed" part. But because either way you do the quest it'll hint its the other person. You pick Stennis its Philliap, you pick Philliap its Stennis. Argh! xD

I finished the game a few hours ago and I think I wasted around one hour to think of solutions on how to get this quest to complete.I will do so on my next playthrough's.
Thanks so much, barky91!! It works. However, when I got to the next chapter, the red x's of doom appeared next to both completed quests. I figure it is a bug? Am all patched up to Witcher 2 ver. 2.0.

ALSO, I found that if you DO NOT speak to the servant (Willy Oblate), you will be able to talk to the group of dwarves at the beginning of the castle hallway about a copy of the chalice and mentions Thorak WITHOUT triggering the "trial" where you have to decide the fate of Stennis.

Speak to Willy LAST (after all of barky's steps) in order to trigger the trial scene when you next enter the hallway.
