During the first few days after launch, I clicked on the "English Subtitles/Text" DLC just to see if it would really download or if it would tell me something like "You're already playing the English version, you silly man!". As it happens, it began downloading the content, and I guess due to a logic loop caused by the fact that it couldn't install content already installed, it began downloading the content again to try installing it again, or something.

Long story short, I'm left with a "en0.w2speech" file in my Witcher2/Downloads folder (~488MB) that I don't think I really need, since the same file is already in the CookedPC folder, and is twice the size of the one in the DLC folder.

Is it okay if I delete the "en0.w2speech" file in the "My Documents/Witcher2/Downloads" folder?

Just move the file, and if the game still works with speech, then it's safe to delete.

Yes - the game does not need any files there except when installing downloaded DLC.

You might also want to clean up DLC entries in the registry, if you didn't do it already - they are under HKEY_CURRENT_USER\Software\CD Projekt RED\The Witcher 2\Downloads, but you'll need to double-click every one to find the one to remove.
