I'm trying to play TW2 on a machine with a ATI Radeon HD5450 and getting extremely low framerates (around 10), even on the lowest settings and 1600x900 resolution. Even on 800x600, it only goes up to 20. Obviously its a pretty poor card, but surely on minimum settings it should be getting higher than that?

I did however overclock it by 25 % (no bios flashin though).

The Ati Hd 5450 should be able to go higher then that (LOW)... Maybe you're getting bottle'necked because of your CPU?

What cpu are you using? I'm using an Intel I7-920 (stock values, will overclock with future games)

I think you may have misread his video card? Because that's really on the low end side of things. I'm not sure it is even technically a gaming card, low end or not.
