I was just pointing out that the DLC was made for Retailers to give away for people to pre order at their stores (like many games do these days). Not like post-dlc where they usually sale it.

Its still DLC made by CD Projekt, and thus is meant to be free. It doesn't matter if the retailers are claiming it as their own, its still DLC. Retailer specific DLC doesn't suddenly make it non-DLC, its all made by CD Projekt in the end.

It is free. no-one has to pay for it. The statement was that all DLC is free, at no point did they state that all DLC is available to everyone.
