Am I supposed be able to find her in Kaedweni camp apart from few cutscenes which includes the king and Dethmold(and when you arrive first time there)?

Yes, she can usually be found a couple of tents down from Henselt's, by the campfire where Adam Pangratt is sitting. She's in the tent with the fancy mirror. Depending on what time of day it is, however, she might be off somewhere and you are unable to find her anywhere - best you can do then is to meditate and try a different hour of the day.

I've been pondering for few days. As I read from some random forum how someone had found "flirting" dialogue with her. Can someone actually confirm there is one is it just BS?

You can try, in Act I, but it will get you nowhere at all.
