I recently got The Witcher 3 with my gtx graphic card but it is available to downlaod in parts. Is there any way i could pause the downloads and start in next morning as in bit torrent. OR if i could just reduce the pats to 2GB. I have a internet limit of 10GB only and i dont want to keep my PC running overnight. So please tell if there is any other way.

Gog DL can be used as parts DL.Galaxy is beta and will pause the DL.

gunsynd: Gog DL can be used as parts DL.Galaxy is beta and will pause the DL.
That Galaxy(beta) cant be downloade in any browser.I tried in internet explorer, chrome,and firefox.

You cannot do it on Galaxy, the only way at this point is either the GoG downloader (you can manually pause downloads) or downloading the files directly from the website.

I have buyed the DLC required to play the game, but i can't add it to my games, it stays in my orders. How can i start downloading the DLC?

Technically, if you wanted to get a less than legal version of the game from one of those torrent sites since you DID purchase it, it would be fine. Any version listed as the GoG version should work and you can do your downloads in whatever chunks you like there. I'd only EVER advocate this for titles you already own.
