The official page now says the game will come out in February.

I don't see any details about distributors, so they might just be doing direct sales from their site.

There's a GOG wishlist link on the actual site, which struck me as a little odd. Maybe they're trying to gauge interest prior to release?

I'm 99% sure the game (at least the Windows version) will come to GOG. I recall reading something about that many months back, saying how they (Presto) were appreciative of GOG allowing the other two games here and how well they sold. (something like that)

GOG are apparently quality testing the game since it was submitted to them, so if I had to speculate, I think Pegasus Prime will be a GOG exclusive, like the other Journeyman Project games (they are GOG exclusive right?)
