I think I found a solution which is common with several games that experience micro-stuttering.
The fix is to use a Frame Rate Limiter.

- I recommend using this, setting a limit actually makes the fps fluxuate -15 fps from your upper limit, I set it to 70.

- I didn't like this program as much as it considerably lowers performance and does not work while using MSI Afterburner.
ATI Tray Tools
http://downloads.guru3d.com/download.php?det=733 - Supposedly with the Refresh Lock feature this should reduce stuttering and input lag when Vsync is enable if set to lower than 60 fps.
- Although I had trouble getting this app to even work.
