Well if you consider people who manage to use proper grammar in everyday life well-spoken and shows dominance over the English language (which it really isn't), then sure.

Can I get/ can i have.... who really cares? One is considered informal...you still know what the person means. The difference is negligible and if you look at the definitions ( to receive), I don't even think using " Can I get" is nonsensical.
