Maybe it is a case of getting older directx's?

That was one of the suggestions...and i followed them all to the point
a) re-install it
b) older directx
c) directx runtime
d) latest graphic driver
e) run as admin

edit:
now i guess that NVIDIA is the problem, cause someone wrote that after he used an ATI the game runs.

No wonder I never heard this game before. Cheating AI, horrible music, just bad in general.

Urban Chaos
Whilst the game kick-off with plenty of fire, soon I realized the game had plenty of questionable designs. Mainly the ridiculous check point system and control scheme. 360° vertical movement ala Dino Crisis for an action game? And it was a bad port as well.
