Friday/weekend promo should be up by now... but nothing?. No sales tab either (yeah i know its a bug too..)

All hints points the Summer Sale starts today (BFG hinted Tesla will be on sale today, which makes no sense unless they are simply part of a larger sale ;) )

I'm thinking as well of a summer sale, but Tesla may be on sale just because Steam has it now.

Nope. It's always (barring some exceptions) on 13:00 (GMT+3).
Unless you refer to the summer sale, then yes, it's usually later.
